We are looking at having a small ceremony of 12 people but cant decided which island is better to have it at..help!!

The two islands are chalk and cheese in my opinion.

Hayman is an island resort. Hamilton is a big chunk of developed land that is just happens to be separated from the mainland.

I would imagine Hayman would be considerably more expensive for everyone concerned. Hamilton has a large choice of access methods and accommodation.

For 12, I'd take Hayman if it fits your budget.
