There's really no way to tell for sure. The most likely chain-up location would be Government Camp. I suggest you keep an eye on the forecast and road conditions at http://www.tripcheck.com/ for a day or two before your trip.

It's best to have chains in your vehicle, just in case. We usually get ours at Les Schwab because if you don't use them then you can return them at the end of the season.

Fiveforfun's message is a good one- take the chains. As stated, if you get them at Les Schwab's and don't use them then you can return them for a full refund. ( Did it last year so I know its not just a rumor! :) )

The year before we left with moderate weather and had a very easy trip until we got to a mile outside the Bend city limits, where the sky fell and there was over 3" of snow in a heck of a snowstorm in progress. Similar to the mess in the Portland area last week. It took us over an hour to get that last mile into the city...city streets were a NIGHTMARE!!! So, we learned our lesson and keep the chains in the vehicle in the winter.

We have been going over on 84 to The Dalles and then use 197 in the winter, but with the recent weather and ice, I'm not sure that is good advice. Your best bet is to use the ODOT tripchek to follow road conditions.

Just make sure you take Mt. Hood pass and NOT Santiam in the the winter. The driving time is about the same, but Mt Hood is maintained much better in the winter.
