Gosh, tough choice! I don't think you'll be disappointed with either.

Based on the current menus, I'd pick Peninsula. I love oysters.

Even the nicest restaurants in Charleston don't require strict dress code. As long as you look put-together and/or "not a slob"--you should be fine. Slacks and a polo or button down should be fine (for men) at either of these places. Circa 1886 is probably the dressier/more formal of the two options presented. I'd wear, at minimum, slacks and a button down there.

We ate at Circa 1886 last October for our anniversary dinner!! Our meal was superb and the service also wonderful!! We would highly recommend it!! Enjoy!! We loved our food experiences in Charleston!
