The folks who run the carriage tours and the bus tours will be more than happy to assist you, if that helps. Olde South Carriage Company indicates that they have ramp boarding...

Charleston isn't really a private tour kinda town...you see that more in larger US cities, and mostly in Europe and Asia. Maybe someone else knows of a enthusiastic Charlestonian/armchair historian to take you around? Not too sure. I think the carriages are your best bet.

Yes, there are private tours. Some on foot, some in private autos. The CVB should have a list. Guides who use private cars have to provide proof of supplemental insurance, etc., but they are out there. Concierges can find them, too. It will be pricey.

Some of the carriage companies can accommodate you, check their websites and/or phone ahead to be sure of it. They all leave from the Market area. And look at some of the "minivan" tours like Gray Line, Taste of Charleston, Gullah Tours. Their small vehicles have big windows, and they travel streets that large busses can't access. I think they all leave from the visitors center.

Charleston is very much a private tour kind of town. There are a number of guides who offer private tours. In fact, in addition to private guides, just about every tour company in town is happy to put together a private tour for a customer. MikeStone is correct about the Charleston Area Convention and Visitors Bureau having a list of private guides. Here it is: http://www.charlestoncvb.com/visitors/tripplanner/what_to_see_do~3/tours~32/private_guides~57/.
