Fireworks on the beach?

Does anyone know if fireworks are legal on the beach in either Surfside or Garden City? We haven't decided where to stay yet, but last year heard that they were legal in one of those towns.

Fireworks in the city of Myrtle Beach are illegal, but they are legal in Horry County.

Garden City has an ordinance that prohibits fireworks on the beach, but unfortunately it's largely ignored. I'm not positive about Surfside, but I believe they have the same prohibition.
