It must be noted that downtown Memphis is one of the highest patroled areas by police and is also one of the safest areas of the city. There is crime anywhere there are tourists, because tourists are an easy target. You can go to Waikiki Beach in Hawaii and find a ton of crime...why? Because there are a lot of unsuspecting tourists. The message should be for travelers to just be safe and be aware of their surroundings. Don't waive expensive cameras around, dont' carry shopping bags around, don't leave things in your vehicle, don't swing your purse, and don't look like you are lost or don't know what you are doing. There is crime everywhere and you just have to be smart about it. That's part of living in a big city, especially in an urban area of town. And that's also part of being in a touristy area. There is a large amount of crime on Bourbon St and the French Quarter in NOLA, but that doesn't (well..didn't) stop thousands and thousands of tourists going there every year. Downtown Memphis is very similar.
