Wadding in the Mississippi River?

Is there an easy place to put your feet in the Mississippi River downtown or a maybe a state park near the City?

The best you can probably do is Shelby Forest State Park or maybe somewhere in the residential area of Mud Island. You could probably dip your toes in at the Tom Sawyer RV park in West Memphis, AR, but you might have to be staying there to have access. Keep in mind that the MS River is very swift and deep. Also, Memphis sits up on a very high bluff, preventing you from touching the river on the downtown riverfront area.

You can visit the museum area of Mud Island and wade along in the model of the MS River they have there.

While there might not be a simple way to wade into the Mississippi in the Downtown area, there are some of the best venues to view and even feel a part of the mighty river in and around the Memphis riverfront. The unique "Beale Street Landing" River park will officially open June 28 with bands and celebrations. It will feature small rounded wayside parks looming over the riverfront where you can comfortably take in the riverboats and moving currents. On many dates the huge Memphis based "American Queen", "Mississippi Queen" and other overnight paddlewheel riverboats will be docked right there at the Landing. You can also walk out to the Flag Plaza on the southern tip of Mud Island which is just 10 feet or so above the water surface and get a birds eye view of the river. Mud Island is unique and allows kids and adults to wade barefooted down a 1/3 mile running replica of the MS River while walking alongside the actual main channel. (All this next to an outdoor amphitheatre where James Taylor will be in concert in August!). I'd spend a little time in the area.

There is a boat ramp on Mud Island. If you walk down the boat ram and take off your shoe you can wad in the Mississippi.

Yes it's true that you can step down that ramp, but I believe a tributary river comes into the Mississippi at that point, creating a little uncertain current just a short distance into the water, so I wouldn't go too far.

Memphis riverboats which operate the Island Queen excursion boat offers a jet power boat ride from the Memphis harbor across the river and down a bit.
