Special "tax" for Quebecers?

I read in Toronto Star today, that certain restaurants in Vermont are adding a special "tax of up to 18%" for people from Quebec. The article mentions Ken's Pizza and Leunig Bistro. Is this true? I often see gratuities including on a bill (especially for a large group), but never seen one applied to a certain group of people/

Only a few small restaurants are (or were) doing this, and it's not a "tax", it's a tip gratuity to the server that is being automatically added to the bill. The issue stemmed from Quebec tourists who were not leaving proper tips to their waiter/waitress.

The internet is making this seem as if every restaurant in Burlington is doing this, and most are not.

Thanks for the update. I have no problem with a gratuity being included in the bill, as long as it is applied to everyone, and not hidden.
