Have been to both, and, it is a toss up, in many respects. Culebra is quite a bit larger than JVD, with around 1,800 population, a small town at the ferry dock, more beaches, restaurants and shops.

JVD has a population of 200, no town, per se, but a # of restaurants and bars at Great Harbour, where the ferry dock is located, White Bay, a mile and half over a hill from GH, 3 restaurants in Little Harbour, and 1 more on the opposite side of the island near the bubbly pool. You can buy groceries on Culebra, but need to bring them or order a delivery on JVD.

We do more scuba diving than snorkeling, and prefer the snorkeling at White Bay, JVD, over the snorkeling with did at Culebra.

Have a great trip, alashas http://www.youtube.com/user/honeymoon2

Have also been to both, twice land based to Culebra and one land based plus numerous boat based times to JVD. Snorkling probably a toss-up, as I would consider them similar. To do's, more beach bars and restaurants on JVD. Many beautiful (some remote) beaches on Culebra. White Bay on JVD, outstanding. Beside water and beach activities, neither island has much to do. Would guess hiking is similar on both, as each is mountainous.

Been a while since we were on Culebra, but I'd give JVD the nod for restaurants. Costs to dine out, probably similar. Food for cooking was available but selection minimal on Culebra, less so on JVD.

Sorry to be so general.

Also been to both several times and concur with the other posts. Only would add that Culebra is Spanish speaking, not that there's a language barrier, but the vibe is much different. It's Puerto Rican, not West Indian. For the most part the visitor/ex-pat scene is similar but the locals (of whom there are many more in Culebra) are Hispanic and their Island reflects that. Also Jost really gives more of an opportunity for beachside bar/dining than Culebra. Love them both.
