No.

Williamsburg is an independent city and within the city is Colonial Williamsburg, which is a museum operated by the private Colonial Williamsburg Foundation. Straddling James City County, York County and Williamsburg, is the Colonial National Historic Park -- part of the National Park system -- that overseas Historic Jamestown, Yorktown Battlefield and the Colonial Parkway.

No, but the Colonial Parkway, which links Historic Jamestown (a national park), Colonial Williamsburg, and Yorktown Battlefield (also a national park) is part of the Colonial National Historic Park.
