Probably about the same. I would go with the airport that has the cheaper flights.
You will also want to consider what time you land. 64 can be a total bear, especially if you are coming in heading west on a Sunday afternoon with beach traffic. I was just down there last weekend for a swim meet, and we went less than a mile in 30 minutes, and gave up and bailed onto 17.
If you can fly into PHF (newport news)- 15 minutes from CW, a nice small airport where you're in and out in no time.
After PHF RIC - about 45 minutes, easy drive with a few different routes available, larger than PHF, parking and security takes longer.
Last is ORF - 45 minutes - but you must use the HRBT (a tunnel) and traffic can be backed up depending on TOD and DOW. You're stuck if the traffic is moving.
That said, I'd shop price and schedule and aim for a non-stop if possible.
If you can't go non-stop, see what airlines serve your route.
All 3 airport websites have links to the airlines that serve them.
Are you renting a vehicle or using airport transport to get to Williamsburg? If the latter PHF and RIC easily the best - ORF much more expensive.
Ditto Newport News if possible.
Just drove from DC via Richomod back to Va beach on Sunday-what a nightmare eastward with beach traffic. Traffic was equally conjested headed from Norfolk westward, but starting at Newport News cuts down a lot of the headache compared to starting in Norfolk.
Another vote for Newport News Airport. A quick drive to Williamsburg, I've never had any trouble with traffic. have a great trip!!
