After you cross the San Francisco Bay Bridge, take the Ninth Street exit and Ninth Street that will turn into Larkin Street if you keep to the right or Hayes Street if you keep to the left. If on Larkin, just keep going until you reach Lombard Street; turn left and it'll take you to The Bridge. If Hayes Street, turn right on Franklin Street to Lombard Street.
There is no way for you to avoid freeways or traffic.
No way to avoid traffic entirely but if you go up the East Bay side staying on 580 after exiting Interstate 5 especially during non rush hour taking the San Raphael/Richmond bridge then down 101 you will avoid the city street traffic. Parking at the North end of the Bridge. Best for viewing or walking on it anyway.
