Look into the 7th floor restaurant of the department store Bergdorf Goodman as well as the Mandarin Oriental. Not too many places doe Afternoon Tea in NYC as that is not a New York "thing". Any of the places mentioned will probably be expensive. Try Tea and Sympathy . Lady Mendls is a good choice. We don't do afternooon tea in the US so maybe just have a slice of pizza?Mandarin Oriental is more expensive than the Plaza
Instead of Afternoon Tea, do it the American way and enjoy Happy Hour with discounted drinks and appetizers

tea and sympathy is practically the definition of cramped.
The concept of afternoon tea is too refined for the Times Square area. The hotels mentioned are probably the best known places, and there are likely other hotels offering tea as well.
