Are there any restaurants, or just a place to get a drink and see the scenery, on the top of the rock?

Do you mean the very top or one of the floors below? From memory, its just your normal gift shop at the top.

Im sure the TOTR website will have all your answers.

The gift shop is when you come back down. :O) TOTR is awesome. I like it at night because you get to see the Empire State Building all lit up. We took pictures on TOTR with the Empire State Building in the background. They turned out good. :O)

In the summer, they sometimes serve drinks and have music on Friday evenings but there is nothing listed on their current calendar. (The TOTR MOMA combo ticket is a good deal)

As others have noted, there are no restaurants up there, but plenty below. Rock Center Cafe, Sea Grill, others.

If, after seeing the view from TOTR, you still want a place with views, drinks and food, there is the View Lounge at the Marriott Marquis. It revolves and is kinda cool. Touristy, expensive, blah blah blah, but still.
