While it is less common it can ( and has) definitely snowed in early December. The only way to guarantee no snow is not to come in the winter!

Have visited during early December a few times in the past and while quite cold the temperatures have not been low enough for snow during those trips. Higher probability of seeing snow if you can visit during the early part of the year.

Last December it started mid month. The weather almanac showed no snow until much later in the previous 5 years. It's certainly possible.

It's impossible to plan a NYC vacation for snow. This is not a city where snow is reliably on the ground for a certain length of time each year. Some winters it snows quite a lot, some winters there is nothing. Most winters we do have a few snowfalls that stick for a couple of days in Manhattan, but again the timing is unpredictable. Usually it will be in January and February, but it can be in December (or earlier) or in March. Sorry that there's no easy answer!

I hope you understand we get anywhere between 0 and 8 decent snowfalls over winter. It doesn't snow regularly. There is no time that it "starts snowing". In 2012 we had a good snow over Halloween (very early!). This winter we have had a three decent snows to date. But unless you're here for a long trip, chances are you won't see snow.
