What sparks your interest? History, large cities, food or small towns? This drive can be made in a LONG day and there are not many roads that are very scenic. There are some nice places along I95 in Rhode Island and Connecticut. If you insist on visiting Manhattan. Find a park and ride and take the ferry or subway into town. Parking in town can ne a nightmare. I have parked on Staten Island and taking the ferry into town before. Philly and Baltimore are not that hard to visit.

New England has better opportunities for scenic drives, though it can be significantly colder and more barren that time of year, and its charms come from being like your own English countryside. Baltimore's so close to DC that it's not worth the additional time to check in and out of a separate lodging IMHO, unless you wanted to spend more than a day there.

I'd suggest something like this quick sketch: 3 nights Boston. One day's long scenic-detour drive to NYC, detouring north of I-95 (maybe via southern New Hampshire and Vermont and down the Hudson valley). Stay NYC 5 nights (less if budget dictates). 2-3 nights Philly. Scenic-detour drive to DC either via Brandywine Valley, Eastern Shore, and Annapolis, or via York and Baltimore, or via Catoctin, Frederick, Harper's Ferry, and maybe Shenadoah. Stay remaining nights in DC. If you didn't follow visit Baltimore en route, go there as a daytrip out of DC.

If you want to stay in the major cities (Boston, NYC, Philly, Baltimore and DC), I recommend doing this trip without a car. It's very expensive to park and the drive from NYC to DC is pretty nondescipt. You can either take the train or the cheaper bus.

If you want to get off the beaten path and drive a bit, maybe drive between Boston and NYC (also look into drop off fees for the rental since you'll be dropping it off in a different place than you'll be picking it up).

Maybe 3/4 nights in Boston, 4 in NYC, 2 in Philly, 1 or two in Baltimore, and the rest in DC.

Just to follow on to the previous post...a car is virtually worthless in the big cities where you're planning on spending the majority of your time. Not only will you pay the rental rate while the car sits in a garage, but in cities like Boston, New York, Philadelphia and Washington you'll pay as much as $50 per day at most hotels to park. So you're spending hundreds of dollars for a vehicle you won't use.

Rent a car after you've spent a day or two in Boston, and take a drive around New England for a couple days. Drop the car back in Boston and take the train to New York. Then train to Philadelphia, train to Washington. (Or these trips can be done by bus).

Once in Washington you can rent a car again for a day or two to see the surrounding areas if you need to.

In April, driving around the Mid-Atlantic might be preferable to New England. A trip to Maryland’s Eastern Shore (small towns like Easton and St. Michaels) might be a nice break from more hectic sightseeing. Or drive from Philadelphia down the coast to one of the Delaware beach towns (Rehoboth, Dewey, Bethany). That time of year, the water’s too cold for swimming, but there are days when the warm sun and sand really feel like summer – without the big crowds. From there, head back west to Annapolis/Baltimore/DC. Baltimore is a pain without a car, unless you limit your visit to the harbor area. Ditch the car in DC.
