Trees in the park

I'm sure someone has asked this before but I couldn't locate anything. We've seen this before and I always forget to ask someone what it is about. In the park on our last trip we saw several trees on Porter's Creek trail and in Roaring Fork with blue painted on the base of the tree. Not being a tree expert they did look like different tree species and didn't appear to be dead. So does anyone know what the blue represents?

It's just a guess, but it could be that these have been treated for the Hemlock Wooly Aldegid, or another of the non-native pests from which the trees are suffering.
