From Seattle to Portland train or car (rental ) which would be best?
Depends on whether you need a car in Portland. I you plan to spend 2 or 3 days in Portland you don't have to have a car. If staying downtown may be best not to have a car. If moving out of Portland in a day and then you plan to move on say to the coast, might be good to rent a car.

Both work just fine. Car is a bit faster.
I would say car, unless you really don't want to drive, but avoid rush hour in both cities. The trains can be slow on that route because freight trains have priority, and passenger trains often have to wait while they pass. And then once you get to Portland on the train, you still have to get to your hotel.
