I must admit to not answering your question as asked. But, you can get a very nice breakfast at many places for far less than $15.

Are you looking for certain, particular, items or atmosphere or views?

If not, check Me Bar-B-Q and Regal Diner for starters.

Or even consider local papaya and apple bananas on your lanai!

We enjoy Dukes for their breakfast buffet. Love the fresh fruit and you can't beat the view!

Duke's and Shore Bird are the cheapest, good buffets I know, not sure what they cost. Maybe the Oceanarium too.

Ocean House is in the Outrigger Reef

Ala carte menu & service, so all freshly cooked, good service & right on the beach.

I can vouch for the eggs benebict & omelettes.......waffles pretty ordinary..

Wailana Coffeee House is pretty good too...for pancakes & french toast.

Hi the Shorebird at outrigger reef is 14.95 + tax. It is buffet hot food/pastries and fruit- (no cereal/milk or toast). Plenty of people have yoghurt and fruit in cup. You also get a vouchor buy one get one for 50% off next visit. We didn't read our receipt - now we are keeping them.

From my experience thus far, i would take Wailana waaay before Shorebirds. Even with the whatever off coupon thingys, Wailana was cheaper and much better quality food.

Can't advise on others as those are our only eat out breakfasts so far.

I vote for Duke's. Good variety of food. There wasn't really anything we tried that we didn't like. As was mentioned, you can't beat the view, and we found the wait staff very friendly. We always managed to snag the same table every morning on the rail. You should at least try it once IMHO
