Not when we were there in January they didn't. They still went via the twisty, turn mountain road. The linking road was still closed then.

We took the bus from Luang Prabang to Vang Vieng less then a week ago - there is no new road. Took us 7 hours with stops for the toilet and lunch on the VIP bus. I think the mini van would still take 6 hours. It is a windy road and you can't really drive that fast.

We just booked a private van for 650,000 kip and it took just under 4 hours and was a great road

It is paved, wide and in excellent condition as it has to withstand the very heavy vehicles travelling to the Xayaburi Hydro Project. I drove it last week from LP to the Project. The first 30kms or so from LP is still the old windy road and then you turn right onto the new road and it is excellent. I believe it knocks off at least 2 hours on the LP - VTE trip.

To add to John's reply - this is not a new road. It has been there for years, but it has been widened and sealed in stages over the last 4-5 years and is now complete.

It's not a new road, just upgraded. We met someone who went the old way as well in a private car on the same day and they actually took less time. Either way, you should not have to be in a vehicle for any more than four hours.
