birth records and Fumarola

Who would I write to get a birth certificate of someone born in 1892 in Martina, Franca? I saw the name Fumarola on a map near Ostuni. Is it a village or small town? It is my mother's maiden name.

The Commune of the town. You need to know the exact date and name from my experience of gettin my grandfather's birth certificate when we traveled to that town. Before I visited the 2 towns in Sicily where my grandparent were born, I had emailed the communes twice but I never even got a reply.

Fumarola as a place name denotes a "frazione" (a hamlet?) that is part of the municipality ("comune") of Ostuni. As a common noun, it's a fumarole, a hole in a volcanic area from which hot smoke and gases escape.
