In order to get to Balos Lagoon, one must take the main highway west of Chania to Kissamos...and from there drive to Granvoussa. After the village, the road becomes a dirt and rocky road and the distance between the last pavement and the top of the overlook is around 10 km. Do not venture up there unless you have a sturdy car, a 4 WD is the best.
From the overview, you need to walk down a path to the Lagoon proper. Very beautiful from up there.
You should not forget to bring a swim suit if you are there when it is hot.

We visited Ballos Lagoon and Gramvousa Island. This was a fine boat/ferry trip from Kissamos. We booked from Chania and the trip included bus pick-up Chania to Kissamos and then boat to Gramvousa Island and Balos Lagoon and for €35 per person we thought this was good value for full day (8am pickup and 6pm return). The boat/ferry has full taverna service at economical prices - no loading for the "captive" passengers. The bus had a guide to Kissamos. Recommend this tour. You can get to Balos by car on a narrow cliffside road and then 2km steep walk from car park to beach. Met some people who made the trip by car and were regretful. I could not recommend going by car.
You can book the tour from your hotel or most of the travel agencies between Chania and Kissamos

First of all the hard part is getting to the beach.You have to choose either the cruise ship (which is unreasonably expensive for the trip-22 euros-) either the narrow road near the clifs full of rocks (which is rather adventureus if your car is rented but if you travel with your own car forget it it will break down).Going by the road is about half an hour (for 9 km from kissamos) and with the cruise ship even more (because of the stop to gramvousa).
I had visited the beach about 10 years ago.At that time it was really isolated and very beautiful.
I visited again last august.It was overpopulated(ok it was high season) and full of rental umbrellas.There was also a kanteen sellin beverages etc.Nothing to do with the isolated virgin beach i remembered.The water was clean but not as clean as i remembered (in the lagoon).
As a conclusion visiting balos beach is interesting but if you are short of time you could visit elafonisi beach instead which is better in any way(low cost and easy access,water clarity,organisation,).

My husband, a friend of ours and I decided to drive to Balos Beach. We left very early with our jeep
We did not find the road so narrow but we highly recommend a jeep because of the sharp stones; driving carefully a Panda or similar could be fine.
The walk to the beach was not so difficult, too,
At 8.30am we were already on the beach: fantastic, nobody was around (a few people arrived later) and we could enjoy the beautiful sandy beach and the clear water before hundreds of people arrived by boat.

Ways to get there: Balos lagoon is located on the far west of Crete. You can get there by boat from Chania or Kissamos (that’s what we did), or by car (but other reviewers said the road is very uncomfortable, to say the least).
The boat (a relatively big one called Gramavoussa) sailed at 10:40 from Kissamos port (maybe because it is the end of the touristic season). A ticket cost 22 euro per person. It takes about an hour to get to the first stop, which is an old fortress with a great view of the see surrounding you. The climb to the fortress is not easy, so make sure to bring appropriate shoes, water and a hat.
After spending there about an hour and a half, mostly catching my breath after the steep climb, the boat set sails to the lagoon. Unfortunately on our visit the weather was windy and partly cloudy. I am sure we would have enjoyed it more if we had a clear sky 
