Carrot Tower gives me a good view of Setagaya. I could also see beautiful sunsets. On good weather, I was able to see Mount Fuji and Yokohama Landmark Tower. Also on the observation floor there is a restaurant called Sky Carrot. Because of that restaurant, people are unable to see Tokyo Tower.

26階分の高さを誇る展望台は、無料で開放されていることもあり人気の展望台の一つです(同一スペースにカフェレストランがありますが、こちらはドリンク等の注文が必須となっていますので、正確には無料ではありません)。
高さは120mそこそこですので、他の展望台に比べれば決して高い方ではありませんが、周囲に同等の高いビルがないため、遠方まで見渡すことが出来ます。さらに展望スペースは西を向いていることから、特に夕焼け~夜景鑑賞に最適です。室内であること、それほど広くはありませんので、写真撮影の際の三脚の使用は厳禁です。一方で夜の23時まで開放されているため、夜遅くまで東京の夜景を楽しむのにピッタリのスポットの一つかもしれません。

The observatory on the 26th floor of this building is one of the popular spots in Tokyo because it is available to use for free. There is a restaurant on its observatory. Because you can not use the restaurant's seats unless you order a drink or something, so not all of the floor is for free.
The height of the observatory is about 120m, it is not higher than other observatory in Tokyo. However, because there are few high buildings around the building, you can look far from there. Moreover, I recommend to you to enjoy the view of sunset or night because the observatory is on the west side of this building.
This observatory is open until 23 o'clock. You can enjoy the night view of Tokyo until late night. On the other hand, you are not allowed to use fixtures such as tripod to take the night view, since the observatory is not so wide.

My Japanese friend told us we should visit this place. When we get top of this Tower, there are nice view of the Tokyo City. My friend told us if it's clear we could see famous Fuji Mountain from the Tower.
We didn't have that chance to see the Fuji, but saw nice view of city and relaxed there. The Cafe there is not expensive and nice place to visit.

Nice views if the surrounding area. You oay fir the views at the restaurant, rather than the qyality of the food.

A good and free view point you can see Tokyo and maybe Fuji mountain on the clear-sky day.

It also has restaurant and small cafe that you can get snacks and enjoy the view at the same time.
