“Observation Tower”

It is the highest building in Shinjuku, aircond and free. There's gifts' shop and a restaurant which you can relax in.. You can see Tokyo with bird's eye view at this 45th storey high observation tower. On good weather, you may gleams Mt Fuji too. However this observation tower is close before the office ends. I would recommend you spent less than two hours here.

“Shinjuku Metro Government Building”

If you are staying at Hyatt Regency at Shinjuku, you can take the free shuttle to Shinjuku Station. This Metro Govt. Building is only 5 minutes short walk from the station. It is free and no fees to get in. You can go to the top floor and see the clear view on the city. On a very clear sunny day, you can see Mt. Fuji. There is a cafeteria in the building and one can get a reasonable lunch there. You can get your souvenirs in the gift shop on the observation floor. If have time, it is worth to check it out.

“Free viewing platform”

This building was recommended by a friend. It is a great opportunity to access an amazing viewing area and is absolutely free. You can catch a lift up to the viewing deck for a panoramic view over Tokyo at no cost whatsoever. A great alternative if you don't want to pay for Tokyo Tower or the Skytree.

“Great view for those on a budget.”

About 5 minutes walk from shinjuku station, and you can have a panoramic view for free! Great for those on a budget. Do note though that you may not be able to see very far if the day is hazy.

“Great views for free”

As others have said it is free and for that it is a win win. Only one side was open on the day our visit but it was well worth it even though it was a little cloudy. Located not far from the busier parts of Shinjuku the local area around these offices is rather clinical scattered with big offices. Its still worth a stroll and the view from the top floor gives a good view of how big the city is. From there you can look down at other buildings, parks and the traffic. Mt. Fuji was not visible on the day of our visit. There is a small gift shop and eatery located on the observatory floor - handy for some souvenirs and a quick break. If in Shinjuku make it a must see visit and it won't cost a cent (or yen!!)
