We like Brussels for its unique mix. It is both international, the capital of Europe, and very much itself. If Belgium exists at all, it is to be found in Brussels. The Toucan sur Mer seems to embody these qualities. It has the feel of a neighbourhood restaurant, with many regulars occupying the small, closely set tables, a French patron, waiters who speak English if necessary, and excellent fish and seafood!
