Blue Ocean is an adorable little hotel a short drive from downtown Keelung. It is near the National Taiwan Ocean University, and many of the guests come (as I did) because they have business at the university. For the tourist or business traveler with some extra time, however, the the hotel is directly across the street from the Bisha fishing port and market, and is convenient to sites such as Jioufen Market and the Gold Ecological Park. It is easy to miss the Blue Ocean Hotel, as the outside of the hotel has no identification in English, and the lobby does not look like much. The rooms however are wonderful, spotless and charming, with canopied beds and large baths with jacuzzi tubs. There is free internet in your room, satellite television with many English channels, and harbor view rooms come with a telescope for watching the boats. All this for less than $100 US. On the down side, the free breakfast is brought to your room in a bag from the McDonalds next door - typically a bagel with cream cheese or the Taiwanese version of an Egg McMuffin. It is OK, but you did not come to Taiwan to eat Egg McMuffins. There are several restaurants and cafes on Beining Road outside the hotel, though be prepared to point or pantomime what you would like to eat. The hotel desk staff is extremely polite and tries very hard to be helpful, but communication can be difficult depending on who is on duty. Lastly, though well known by locals, the hotel can be hard for the driver to find if you are coming by taxi from Taipei (about one hour and $50 US). In this case, have the information desk at the Taipei airport write the hotel name in characters on a slip of paper that you can give to the taxi driver. Mine still had to stop twice for directions, but he got me there.
