You have to either go early or late. We went late but did not see any parrots although I swear we could hear them. The area is not well marked and the map handed out on the island isn't very detailed and it seems some of the road names have been changed or something. There is a large placard along the road announcing the preserve and a parking area on the other side of the road to park. You then walk back to a board walk that takes you into the forest. Not too far along the board walk ends and the path consists of iron shore, take good shoes and water.
