We ate lunch here twice and were blown away by the quality and presentation of every thing we had. First meal: ceviche de la casa (fish, octopus and shrimp) was perfectly "cooked" sea food with crunchy peppers, onion, etc. and avocado, fried calamari (also among the best I've had), and a yellow tail entree. Excellent wine and local beer selection. Cost was around $30 each. We did the tasting menu which was also amazing and way too much food. Ended with a very nice lemon mousse topped with pine nuts. This place would stand out in San Francisco, L.A. or Manhattan. But to find it in a tourist town like Ensenada is like finding a nugget of gold in a stream that had been thoroughly worked out. I can't praise it enough.
Lunch starts at 1:00; not sure about dinner hours. Don't use your GPS to find it (it will not take you there). Go to the embarcadero (Malecon in Spanish) and walk north toward the end of the harbor. It's a bit north of the fish market.
