We were about DONE walking around Tijuana - it was a cold miserable day and our cab driver dropped us at some dirty seafood place that he recommended. We took one look at the menu and knew it was not for us. The waiter recommended Tijuana Tilly's so we set out and walked for 30 minutes to get to it. WE LOVED IT! The chips were a bit greasy for our taste, but the salsa was the best we've ever had. We ordered the shrimp taco plate (with flour instead of corn tortillas) and the steak/rice/beans plate and we ate every bite. Service was good, waiter was attentive, food was hot and fresh, and the place was clean. I would highly recommend this restaurant for drinks, appetizers, or dinner. Our bill for two entrees plus tip (just water to drink) was $41 USD which was a little more than we expected, but we felt it was worth it. The only thing to keep in mind is that you really need to feel comfortable with asking for what you need - more salsa, napkins, the tab, etc. because many foreign places find it rude to bother you while you dine. So don't be shy - if you need it, ask for it. Lastly, if you are running into TJ to grab prescriptions or tequila, this place is a $4 cab ride into downtown from the border and everyone speaks English (as is the menu in English) - but well worth it. Also very close to a local grocery store that sells food/beverages for a fraction of what you will pay at the convenient stores or liquor stores.
