Playas de Tijuana has a great malecón (boardwalk). There is a stage in the middle below the arches with stadium style seating. Lots of entertainment here many afternoons and evenings especially on week-ends and in the summer when there are lots of street fairs. Plaza Monumentál does not have so many bull fights now days and is mainly used for concerts by many popular Latin groups and singers. Lot's of restaurants and bars, especially sports bars as this is a Mexican middle class neighborhood and the locals follow soccer and boxing a lot. Lots of parking lots along the beach boulevard for about $50 pesos a day (less than $5 US). Not touristy like Rosarito.

I really enjoy walking on the beach every evening. I like to walk at the non tourist section where there isn't any shops etc because I am looking for a little peace but I highly recommend the north end for dining or having a drink.

Pros:
Safe area
Beautiful natural beach with San Diego visible in a haze
Attractions: Border enters the water and separates Mexico from the USA. Coast guard and border patrol are lurking. Art of other "fences" around the world lines the border wall.
Cheap food and drinks
Great for a morning run.
The "real Mexico"

Cons:
Dirty and Smelly (in certain parts)

i think the city is nice and a great place to live in tijuana but the beach on the other hand is not the greatest place to hang out. its a weird scene to see beach front properties as shacks, oxxo, or something of that nature. they should clean it up and turn them into nice houses! for a simple walk its not that bad, and it is cool and interting to see the border gate into the ocean!

Spending some time in San Diego we've decided to have a day trip to Tijuana. Maybe it is interesting to see something new, but the difference between San Diego and Tijuana is just unbelievable. Lot of poor people everywhere. Dirt, crowd, smell. Because spending time in Tijuana was not best experience, we have taken a bus (15 pesos) and went to Playa de Tijuana. For sure you will feel safer than in Tijuana, but still it was not great time. Beach is big almost empty, but not very clean. Many of restaurants were closed. I do not recommend spending time at Playas de Tijuana. “You'd better go to Rosarito” – that's what I heard.
