This is a must-do activity if you are more adventurous or wanting to see some different scenery and get some exercise at the same time. And it's totally free. You can take a pulmonia from the golden zone for 120-200 pesos, or the Toreo bus goes from the Malacon right to the gate for less than 10 pesos per person. It's a rough switchback path to a series of stairs until you reach the top, around 25 - 30 minutes at a leisurely pace. Not stroller friendly, but great for older children, there are lots of birds, butterflies and iguanas to keep things interesting on the way up and down. Wear sturdy footwear and bring sunscreen, water, a camera and a snack. There is someone at the top selling water and Gatorade, if you need it. Awesome spot for a little picnic and by far the best view of the city. When you hike back down, take the Toreo bus back to the Malacon or it's a 25 min walk (1/2 mile appx.) into the historical district. Walk towards the ferry from the lighthouse gate, turn left at Av. Miguel Aleman, and turn right on Benito Juarez to go to the cathedral and El Mercado, or keep going a little ways then turn right on Prol. Carnaval for the square and theatre district
