We have visited Victoria three times and devoted a full day each time to Butchart Gardens, one of the most beautiful in the world. You will appreciate its beauty even if you aren't especially a flower person. If you are, then you'll be in heaven. An excellent restaurant serves Afternoon Tea, which is an oh-so-nice British touch and a good chance to rest your feet. Butchart is about 30 minutes north of Victoria and we've found the most convenient way of getting there to be a CVS shuttle bus leaving every hour or so from Government Street in front of the Empress Hotel. Costs about $55 a person, but includes admission to the Gardens (which is about $35 if bought separately) and you get a nice commentary about what you're passing going and coming. Transportation, admission and city sightseeing, all in one. You can take any bus back so you're not tied to any schedule. Victoria is a wonderful city and Butchart is its crowning glory. You shouldn't miss it.
