How can you tell this strange "restaurant" is institutional? Is it the dirty windows with a spectacular view, the beer bottle caps littering the window ledge, the lack of atmosphere, instructions from the waitress to hurry and order as the kitchen closed at 2.00 on a Saturday? Perhaps it is a restaurant designed by a Committee. If you can get over the distractions and focus on the view, the food is OK, although the beer wasn't while the beer in the bar below was excellent
