We stopped in here one hot Sunday afternoon for a cream tea on the terrace, and I'm so glad we did. It's a secluded little sun trap decoarted with countless roses (100 according to the hotel).
The hotel itself is a really rather dated, and the terrace could use a little love to make it super sharp, but the service was great, the staff were really friendly and it was good value.
The cream tea (£6 each) includes tea or coffee, plus two mini scones and two mini cakes each. There's also a full afternoon tea for which includes sandwiches as well for £10pp or £19 for two. See more about the menu here: http://www.londonelizabethhotel.com/media/pdfs/afternoon-tea-menu.pdf
There is free wifi in the hotel, but it seems to depend on your device whether the signal reaches you on the terrace.
Having walked past many times but never been in, now I know the quiet terrace is there I'll definitely be visiting again.
