Do be too worried about being able to see the views, the wheel moves very slowly - it is only the weather which can affect your visibility.
I have been a couple of times now, and would gladly go back again. Each time you are able to spot somewhere you had not noticed previously. Take photos, plenty of photos - if only to help you realise what you have seen at a later date when you can zoom in.
Book tickets in Advance otherwise you can spend a long time in the queue. Then there is possibly the Queue for the Eye it self!. The next queue for the 4D experience was shorter but I am talking about 7pm now - 4D experience was a laugh.
