The tour of the tower is certainly worthwhile and less hassle than getting into the Roman Baths. Book your ticket in the Bath Abbey shop in advance - the tours are limited to 12 people - and then wander outside, listening to the buskers, before your appointed time. The tour involves climbing 212 steps so you need to be ready for that. The guides are very informative and it is really interesting to learn about the bells and the development of the playing methods. Bath council - BANES - come in for a lot of stick for their tardiness in attending to remedial works for the part of the tower they maintain. Come on BANES, the se attractions contribute hugely to the economic health of the city - pull you finger out and attend to any faults immediately! Good value and kids will love it.
