I am a Bath resident, so I am fortunate on two counts: I can be a regular visitor to these gardens, and as a local council tax payer there is no entrance charge.
It's a super place to sit and read a book and have a sandwich on a nice summer day. The gardens are incredibly well maintained, and the floral displays on which they are constantly working are a delight. It's great to see tax money and the visitor charge being put to such good use.
