Itäs a small mall, nothing exceptional. There's a mediocre coffeeshop, a place selling handknits
Really walk a little further down the road (away from the main O'Connell st) and you can eat and shop better in the Hunt Museum, and the cool little bookshop across the street from it. Or go over teh bridge to the Locke bar, where you can get good pub food, in a less plastic environment than Arthur's quay
Oh, and if youäre shopping in LImerick, don't miss O'Mahoney's bookshop in the opposite direction up O'Connell st. Great place.
You can park easily in Arthurs quay, and explore the real city outside ..
