Cheap and basic hotel in need of refurbishment. No air conditioning and fusty smelling room meant I had to have window open. Unfortunately very vigorous and noisy street sweeping of square outside began at 6:30 am. The wifi didn't work either.
Not in a very nice area. We arrived at 7.30pm after a difficult attempt to find the place, but no restaurants were open in the area except a McDonalds. We walked into centre of Rouen to eat which took about thirty minutes.
It was very cheap but you get what you pay for. Grotty. Next time I will stay on the North bank near the Cathedal which is much nicer.

Room Tip: The rooms at the back may be a bit quieter. Don't expect much.

To make a long story short, the Hotel Rouen St. Sever was very difficult to find based on their website information, but once found proved to be a reasonable choice.

The address provided on the hotel website came up ‘nonexistent’ on our Garmin, and other hotel searches by name gave us an address took us to a low income housing building. After an hour of trying other approaches, and deciding Rouen should be spelled ‘Ruin’, we finally stopped at another hotel to ask where this one was. That helpful clerk looked on the net and knowing the area, provided the info we needed, primarily that we should seek out the St. Sever Commercial (shopping) Complex and park there (in the underground garage). Look for the orange colored pillars, (E4.5 per day), and you should be able to find the elevator that takes you to the hotel. Similarly you can reach the garage via the hotel elevator. If you can’t find the elevator from the garage, go outside and walk to the hotel, just a hundred or so feet away. It turned out the hotel was just next door to the low income place, but you could not see it or drive to it from there (or anywhere else). If you leave the garage on Sunday, there is no charge.

Inside the shopping mall is a WalMart Super Center type store, as well as many other typical mall stores, a theater and restaurants. The small square next door also had McDonalds and Subway restaurants.

The hotel rooms were small but clean; the bed comfortable and the staff helpful. The wifi was almost too slow to use, but patience helped. The problem, for those who are light sleepers, was that the interior room doors are spring loaded, so they close with a loud ‘thud’. After hearing 20 or 30 of those while trying to sleep, it was annoying. However, if none of that bothers you it’s a reasonable value.

The hotel is a nice 15 min. stroll from the center of Rouen and is attached to a shopping mall. The rooms are clean but quite small, even by French standards. Also, when the bar is closed it will not open! A group of 10 or so wanted a drink after 10 pm and the desk clerk would NOT open for the business. Still, there are many worse places you could end up while in Rouen.

This hotel was ok for a short stay. Most importantly the rooms and bathroom were clean and the staff was friendly. The rooms however was very tiny. There is nothing terrible to report but also nothing extraordinary. This hotel was just ok.

only trouble here if you have a high sided vehicle and no blue badge is parking. There is a public carpark which is underground but 1.8 m ours is 2.4. Another open air carpark on the corner of the road and 2 disabled spots close by.
I asked about parking and was told I could park using my blue badge out the front of the hotel as close to the building as possible without blocking doorway. Plenty of space. They gave me a brochure to put in the windscreen so if the police went by they would see we were guests in the hotel. To get to the front we had to press a button on a pillar to let a bollard drop.
The sat nav (GPS) had trouble finding the hotel as it is in a pedestrian area, but put in either URe Saint Julien or Rue Couture. These are the 2 closest streets just a few metres from the hotel. Close to lovely pedestrian shopping area and shopping mall
Staff could not be more helpful

We stayed at this hotel for one-night on our way to Normandy. The rooms were comfortable and clean. Since it was pouring down rain upon arrival, we decided to eat in the dining room of the hotel. The service was quick, the food surprisingly good, and reasonably priced. The breakfast buffet was nice with a good selection of cold items to select from.

I found the Hotel Saint Sever extremely comfortable and reasonably priced. Other reviewers have complained about the size of the rooms, but for a solo traveler, it was very cozy. Nothing about the hotel is exactly luxurious, but for the budget minded, it's a great choice. The metro is easily accessible through the shopping center (Rouen has the cutest little metro) where one can find many options for food. I would have appreciated having a kettle in the room to make tea. Also, I wake up late and if you are not out of the room when the maid comes by once around noon, your room doesn't get done. Consequently, my room did not get made up for 5 days (not a big problem for me, and they eventually left out towels and things in front of my door). I would certainly stay again if ever in Rouen.
