My wife and I always stay here for 1 or 2 days when we visit Rouen. It's about 40 minutes walk from the centre ville, but easily accessible by the frequent metro for 1.50 Euros per person each way.
The hotel is on a busy, noisy road and has no climate control (air conditioning), so insist on a room at the rear of the building. Car parking on site is secured using codes and free WiFi is included. The breakfasts are simple and typically French, but good value at around 6 Euros per person.
For dinner go to La Couronne in La vieux ville (the oldest restaurant in France - superb quality and great value with very friendly staff).

Room Tip: Insist on a room at the rear of the building to avoid road noise.

This is a good inexpensive place to stay. The location is on a busy road with a lot of commercial traffic. The hotel parking lot is inside a fenced compound. It is a moderate walk to the tram stop that takes you into old Rouen. You have to dodge some busy traffic on this walk.

The rooms are a bit larger than other Ibis Budgets we stayed in but are generally the same arrangement. Cleanliness was OK but the bathroom was showing age. The faucets had lost their chrome plate and the caulking was starting to crack. The breakfast was a typical Ibis Budget breakfast but we didn't expect more.

The biggest issue is there is no ventilation in the rooms whatsoever. With 3 adults sleeping in the room it gets a bit stuffy. You can open the windows but we were on the ground floor and that poses a security risk and adds traffic noise. The room was quiet with the window closed. This could be a real problem in the summer time.

The host at the front desk was very helpful.

We stayed at this Ibis Budget on our journey through France. It was as expected nothing fancy but a great place to get your head down and have a rest. The room was basic but very clean and the receptionist was more than helpful. If you want to walk into Rouen from the hotel it's about a 2.5k walk so accessible, there is also a Tram and the Metro so getting around to see this lovely French City is extremely easy, it is well worth a visit the Cathedral is spectacular.

This area is a bit out of town but don't let that put you off if you're without a car. The area is served by the metro (it is in fact a tram but in parts goes underground). If you are arriving by train (Rouen Rive Droite) go to the ticket counter at the station. You can buy a day pass for the metro for 3.70 euros. It lasts for 24 hours. The metro station is a few metres walk away from this main train station. The Ibis budget hotel is located in Jean Jaures. It is on the Georges Braque line heading south of the river. Get off at Jean Jaures, walk past Majestic cafe (a place for muslim guys to hang out, they'll give you the football results if you ask!) and walk down the Rue de Limites. The Ibis is at the end of this road. The area is quiet and opposite the tram is a bakery which is open on Sundays. The tram times are every 10 mins or so, less frequent on sundays, like every 17 mins or so. The hotel is classic ibis budget; you use a machine to check in and obtain a number which is your room and front door code. There is someone around if you need them. Comfortable bed, power shower. OK for 40 euros a night. Couldn't complain.
