You cannot fault the wonderful service you get from Gilles, the manager and his companion, Cosette.
We had a great 3 days and found the hotel, location and facilities fulfilled our criteria completely.
the street noise was there during peak times, but not a problem late at night.
Overall a great place to stay.

My husband and I stayed here for a night in early April 2013.

The place is clean and comfortable and is close to the Promenade des Anglais, which is a plus. We enjoyed our one-night stay here and would recommend this place for a short stay in Nice!

We stayed at the Victor Hugo for 4 nights and enjoyed it very much. Gilles was amazing in helping us navigate around Nice as well as many other places along the Rivera. The location was great! We took the bus from the Airport (4 Euros) and were able to walk from the 2nd stop with ease. It is about a 10-15min walk to the train station and from Old Town.

Our room was plenty big for the two of us. The kichenette / table and chairs came in handy many times during our stay. Gilles was amazing and since we had an early flight out (before breakfast would be out) he made us a breakfast tray and brought it to our room the night before. I can not say enough about how kindly welcomed you are and how Gilles really wants you to enjoy your stay at the Victor Huge and Nice!

The only draw back we had was the bathroom. It is very tiny and they have a strange draining system for the water. There is a machine like thing behind the toilet that is very loud and has a strange smell when it runs.

We enjoyed our stay very much!! I recommend the hotel for someone looking for outstanding service, traveling on a budget and fantastic location.

Hotel is in a perfect place, short distance to beach and walking distance nearly everywere. The owner Gilles is very helpful and knows so much about everything in Nice and surrounded areas that he is the only information source you need. With his advice we found nice places to visit and good restaurants for lovely dinners. And Cosette the dog, she stole my heart (like everybody elses as well, I suppose). Room is clean and well equipped. The house is old and charming. Breakfast is great, very fresh and top quality!

The nicely decorated Jean Cocteau Suite and small extra suite-room are nice and value-for-money, although the suite lacks a kitchenette. The personal touch of the helpful owner and his enthusiastic dog made us feel welcome and comfortable.

Thanks a lot for your comment.
I confirm that the Jean Cocteau Suite has a kitchenette with a fridge, microwave, kettle, and dishes.
I think it was a typo mistake.

We stayed at the Victor Hugo for 5 nights during the Nice Carnival. The hotel is nicely situated near to the sea front and a 15 minutes walk to the Old Town. Gilles, the owner, gave us a warm and comprehensive welcome - explaining about the hotel, the surroundings and the highlights of Nice. He introduced us to the star of the show - his dog Cosette who showed us to the breakfast room and kept us company through breakfast each day (with an obvious ulterior motive!)

The room was a reasonable size - a smallish bathroom - but very well presented. The kitchen corner was very handy as it helped us to keep the costs of eating out in Nice to a reasonable level. We ate out at lunchtime a couple of times and prepared dinner in the room after a long day's sightseeing.

Two of our day's out (Eze & Monaco and Entrevaux by train) were enhanced by Gilles' advice on getting around and where to go.

The only downside was that the room was a bit noisy - it was a ground floor room on the street so suffered a bit from traffic noise but not too badly and the bathroom for the adjoining room was right behind the bed - causing us a problem when everyone in the room had a shower at four in the morning before catching an early night.

We would definitely go back to the Victor Hugo if we return to Nice

Room Tip: A room away from the street might suit light sleepers

We stayed 4 nights in February. We particularly liked the little kitchenette /diner corner of our spacious room which enabled us to enjoy two delicious deli meals in the comfort of our room after exhausting days of walking, shopping and sightseeing, in which Nice of course excels. The breakfast buffet at no extra cost was a real bonus. The hotel is situated in a nice neighbourhood and felt very secure. Gilles and Cosette (the dog) made for a welcoming atmosphere.
