This hotel seems to be patroinised mostly by business customers. As such it suffers low occupancy at weekends, and presumably chooses to cut hosts by closing down the bar and restaurant when demand is slack. This means that from Friday night through Sunday, you cannot get so much as a cup of coffee, except at breakfast time. In practice, the reception staff will do their best to meet customer requests, but if you like your coffee with milk, they may run into the problem, that the milk is in the kitchen which is locked. When it's open, the restaurant is good, but a bit pricy. I found that my restaurant bills here were about 40% higher than I paid in other Mercure hotels. The rooms are a good size. It's a shame they don't have balconies.

the Mercure Saint Etienne is not a terrible hotel, but with a little effort it could be SO much better.

My wife and I stayed at the Mercure several nights while attending a conference. Our first impression of the hotel was positive. It's located on a hill above a beautiful park, and the room seemed spacious and clean. We also appreciated the free wireless internet. I was ready to give it 5 stars on arrival.
The longer we stayed, however, the more issues we noticed. The Mercure is an older hotel that has been remodeled, but present management is clearly not keeping up the place.

First, the room issues.
The in-room safe was missing (The hotel brochure said there should be one. Did someone steal the safe?)
There was also no alarm clock in the room, and the room was in a general state
of disrepair.
There was a big hole in the back of the bathroom door (see pic)
The bath tub had a hinged glass panel instead of a shower curtain, (not unusual in Europe) but this one was out of adjustment. It hung out over the bathroom floor, which meant the bathroom floor got drenched every time someone took a shower. Also, the tub is very narrow and slippery, with no grab bar. It didn't feel safe to take a shower in.

More room issues: There were only 2 usable outlets for recharging electronics. Considering that my wife and I both travel with a laptop, ipad, and iphone, that made it difficult to keep everything charged. A power strip by the desk would have been greatly appreciated.
Room issues caused the Mercure to lose a star.

Then there was the breakfast buffet. Probably the worst service we've ever seen at a hotel restaurant! Two of the days there was no server present when we arrived for breakfast. No one even asked for our room number. We found a clean table (most were littered with dirty dishes) and located the coffee ourselves.
Even when there was a server, we had to ask for coffee several times and once ended up with a broken pot and one dirty cup.
The brochure in the room stated that the breakfast buffet was available till 10 am, but when we got there the first day at 8:45 things were pretty much picked over and nothing new brought out. All the food was cleared away by 9:30. Glad we didn't wait till 9:45!!
Also, while the view from the front of the restaurant was of the nearby park, the tables along those windows were filled with dirty dishes that had not been cleared. The view from our table the first two mornings was of a patio area used to store dirty stacked plastic chairs and broken patio tables. Just
lovely.
Then we came back to the hotel at 8:45 Saturday night. We were exhausted and decided to stop by the bar for a glass of wine. It was closed! Whoever heard of a hotel bar being closed on Saturday night? The brochure in the room clearly stated that the bar is open till midnight, with no mention of it being closed on Saturdays. Sorry, Mercure, but that big disappointment, along with the dreadful breakfast buffet, cost you another star!

My verdict: This hotel has the potential to be very pleasant, but the Mercure's management just doesn't seem to care.

Room Tip: Get a room on an upper floor facing the park. It's beautiful

I experienced difficulty in finding this hotel. Unfortunately my car's SatNav is kaput, and I had to phone the hotel for directions. He gave me the exit number, leading me to believe that this was the exit I should take off the Autoroute 72. However, although the exit number was correct, it was the exit on the N88. There were then some minor localised roadworks that complicated matters, and which were probably responsible for the absence of at least 1 important sign pointing to the hotel.

I was extremely annoyed to find that the hotel restaurant was closed on Saturday night. This struck me as extremely bizzare.

I did not experience any other problems with the hotel. The breakfast was up to the usual Mercure standard, and the restaurant overlooks a park. The rooms were clean, and of a good size, although the hotel does not seem to have benefitted from the current round of Mercure re-furbishment
