I stayed in the Europa Hostel for one night. I was in a six-bed room, which had two sets of bunks, two single beds and two sinks with mirrors above them. The room was extremely basic, but clean and very warm. The bed was a single foam mattress with the usual crap hostel pillow. It was on the second level of the hostel and seemed to be pretty secure. Guests have a key to the room and to the front door at reception. I had no security problems at this hostel.
The showers and toilets were spartan and there was a good deal of mould on the bathroom ceiling. Some other guests reported there being no hot water, but I didn't experience this. The showers require you to keep pressing the button to keep the water flowing. Breakfast is cereal, bread (no toaster was sighted), packaged cheese, jam & nutella, coffee, tea & juice. A basic meal, but enough to get you started (and included in the price).
The hostel is 15 mins easy walk outside of the old town. It's a large residential property set back from the road and has school camp atmosphere about it. This is easily the biggest hostel I've staying in.
The Europa was pretty quiet when I was there. There's a bar downstairs but returning late on Saturday night, I saw no one in it. None of this will matter if you are in Brugge mainly to see Brugge. To summarise, I was happy to only be staying there for one night. If I return to Brugge, I will try another hotel or hostel for a few of the more cosy touches that the Europa lacks.
