It's located in the very old village of Azoia, a few minuites fron Cabo Da Roca on the road runing from the main road to the coast.
It is no more expensive than other places but the food is top value. We ate outside but the interior is lovely.

It's located in the very old village of Azoia, about 10 minutes from the most western tip of Europe. Only about 8 tables in the main room, and you can see the chef working in the kitchen. On the night I was there, the service was not particularly personal, but the food, esp. the shellfish with rice was quite exceptional. Atmospheric.

The restaurant is located on the road the leads to Cabo da Roca, on the left side, 2 miles away.
The village is called Azoia, a very old small village, with great gastronomy and nice locals.
The restaurant itself has great local food, a bit pricey but you get what you pay for: fresh food, great service, nice waiters and atmosphere.
Skip it on Sundays, too crowded.

Stumbled across this restaurant on our way to Cabo da Roca. And what a lucky stumble it was! Great service, and the seafood was the best we had during our Portugal trip! Go for the seafood there, I think that might be their specialty. We tried the Cataplana, squid on tile, and grilled seabass. All tasting fantastic!

I so wish I could write a glowing review for Refugio, but we were disappointed by the high prices. With so many other terrific local options for great seafood, we will not be returning. One fun thing were the skewers of mixed grill which are suspended from the ceiling and served onto your plate below. A couple in our party enjoyed that immensely. At a location that could feature lots of light and stunning views to Cabo da Roca the place felt gloomy and a bit unwelcoming.
