We stayed here for 2 night sand for the price and the location it worths the money. As I was in a congress, the location of the hotel was great, but if you want to go to the city center probably it is not the best hotel for you: 7minutes walking to underground station (oriente, red line), but you have also some buses. The hotel itself if located exactly in the centre of Parque das Nações, quite near FIL, Pavilhão Atlântico and a big Shopping Center.
If you choose a room in an higher floor you'll get a great view, especially if it is the front of the building.
The hotel seems quite new, it is very modern and clean. The room had enough space, good furniture and huge window. Bathroom bright, spacious and clean. Probably because of it's moderness the reception and common areas looked quite "cold", despite the warm temperature. But the staff is very nice and friendly. For breakfast, you can expect the usual for a 4-star hotel (continental/english). If you go to Lisbon in business and want a good quality quality/price, Vip Executive Art's will be a good choice.

Stayed here for short city break to visit friends. 10 euro taxi from airport. As others have mentioned, hotel is near the expo centre so not very central. There are some bars and cafes near by, but it is a 10 euro taxi to busier areas (alcantarra is nice), or short metro ride. Hotel decor is modern and fairly new. Bar area is nice, though bar staff not the friendliest. Rooms are clean and average size. Fine for short stay.

I stayed here for three nights on a work trip with colleagues. We found the reception staff friendly in the typical slightly deadpan Portuguese way. Whenever we had a problem they offered good advice and practical solutions. Check-in queues were quite long though. Bar staff was less friendly on our couple of visits. Rooms are modern and stylish with great views on the river if you get one on the eastern side of the building and above the 7th floor. The west side faces railway tracks with the occasional train going by. The hotel location is not practical for visits to the historical city, since it is located in the park of the former EXPO, a 25-minute metro trip away from the centre. Then again, a cab ride into town is only around 7 EUR. The VIP Executive Arts would be a pretty good hotel if it wasn’t for the breakfast. No fresh fruit at all, only one type of cheese, a mediocre shot at English breakfast and instant coffee of the poorest quality. Definitely not 4-star standard.

Been in Arts Hotel for a conference in May 2007.
Let me try and put things straight (I admit I am a bit picky):

Location-
Arts Hotel is situated in Parque das Nações (aka “Expo”). It is a modern zone built in 1998 for a World Exhibition to rehabilitate an old and ugly part of the town. Therefore you should know you are in a modern place of town (about 4km long and 1.5 km wide or so) but quite far from the city centre (30 min by subway) and surrounded by old and ugly buildings. Expo is Lisbon’s Congress Centre. You can find there lots of restaurants and pubs and nice riverside small parks. There’s a big modern train station, a subway station (end of red line) and a big bus terminal. There is also a nice Shopping Centre, so nothing you will miss… But most of all, there’s OCEANARIO, the biggest Aquarium in Europe, a can’t miss!!!! The Airport is in the city centre, and just 2km from the hotel.

The Hotel-
It is a nice modern 14 floor building built in the XXI. Close to everything but the City Centre.
The Good- Modern rooms with wide windows and great views especially if you’re above the 10th floor and facing expo/the river. The terminal (bus/train/subway), shopping centre and riverside is 150m away.
The Bad- Not that central. Rooms facing the city are next to the train line which is quite noisy during the day as there is a train passing every 30 min. When I arrived to the room the electric curtains were not working. Apparently it was not only in our room, it seems they intentionally turned it off, as it also happened in other rooms. Our room was next to a Service door, so you were constantly hearing a noise as if someone was entering your room. Although you couldn’t hear a thing in the room, when you were in the toilets you could hear your neighbours. The TV was not tuned – asked the reception to have the TV tuned in the morning and when I arrived later in the afternoon nothing had changed. Called them and they promptly sent someone to fix it. Apart from that, rooms were nice looking, bed was comfortable.
The Ugly- curtains and sheets where cigarette burnt! Not acceptable in a 4* Hotel! For this period they did not have any extra non-smoking rooms availiable.

The Restaurant-
Not good. Don’t bother to eat there- food is simple and effortless and deserts are very “chemical”. You can find MUCH better restaurants by the riverside. If you like fish try “Sr. Peixe” (one of the best fishes in town although service is not great – done by actual fishermen). Other nice restaurants in the area include “Papa Açorda” or “República da Cerveja”. Lots of cheap fastfood in the Shopping Centre.

In Summary:
A second choice hotel. Could be a nice option if you are there for a close by Exhibition or Meeting. Otherwise quite far from the city centre (20-30 min by subway) and the pleasant looking Belém district.

I've just returned from a short stay in the hotel VIP Executive Arts, with my husband, while he attended a congress there. The hotel is very well located, in the Expo area, near the Tejo river and Vasco da Gama commercial center. It is a modern building, and it looks fine from the outside. However, when I got inside I was very disappointed. The decoration, despite modern, was soulless and poor, with concrete walls (!) and lots of gray shades. The staff was not very attentive. Our room, on the 5th floor, was very small. The decoration was awful, a pseudo modern thing with no soul at all, and very tired. The TV remote didn't work, and the lightening system gave a cold and uncomfortable ambiance to the room. The mattress was small (160 cm wide). The bathroom was outdated and had horrible amenities: on the 2nd day they even mixed the amenities that had the hotel's name with others from a different brand... The cleaning staff was not very polite, as they OPENED the door of our room TWICE, without knocking and didn't even apologized! The breakfast was not four star level at all: poor fruit, moldy cakes... There are far better options in Lisbon.

We stayed here for 2 nights at Easter. We had booked on Last Minute and the directions and distances from the old town were wrong on that website. When we found out that the hotel was a long way from the old town we tried to change, but last minute is difficult to do that. In the end we were really happy with the hotel. Its modern and clean and we had a large room. The hotel is located in the expo centre and the coast and casino are very close. The station is also much closer than the other reviews noted on this site. The metro was very modern and easy to use, and cheap at 75 cents for a one way journey to the old town. I would recommend it as a place to stay - both business and leisure. The only downside was the bed was hard - but this turned out to be the same with all our other hotels on this trip - must be a portugal thing!!
Also very close to large shopping centre which stays open to midnight all nights - great for last minute shopping after tired from tourist activity.
The taxi from the airport was a fixed price of 14.50 Euros to this hotel.

Stayed here for 3 nights this past November...The smallest rooms with staff that is very instrusive. House keeping walk in twice despite DO NOT DISTRUB sign.Only one computer for public use with no one monitoring use, long wait to check email. Checkout and checkin were awful 20-30 minutes. Always a looooong line at the front desk with only one employee maning it. Also NO hot water for half of the second day(no apologies from hotel...). Paid 120 euro per night def not worth it.
