Upper Barrakka Kiosk is a traditional, round, stone-built kiosk in Upper Barrakka Gardens. They only have a few tables and they are all outside. This is in fact a bonus, as the outside is some shaded gardens with terrific views over Valletta's Grand Harbour. The kiosk on the eastern side of the gardens, so there are also views over the city walls and fortifications.
Service was fast and friendly, we didn't really expect sit-down service at a kiosk, but once we'd ordered at the kiosk we were invited to select a table and the food was brought out to us. The menu is limited but includes Maltese pies and pasties, cakes, sandwiches and drinks. Pies and hot chocolate for two came to 5 euros, slightly cheaper than the kiosks around the Valletta bus station and with a much nicer view.
