We went to this hotel, via the Mairie's list, as we couldn't find space in a reasonably priced hotel in the area. On arriving with luggage not long before midnight, we were handed a towel to take to our room and told our room was on the third floor: there's no lift.
Our room sat above a road which was so busy it competed with the peripherique (into which it fed). If we opened our windows, we couldn't hear the phone for the noise; if we closed them, we choked on cigarette smoke coming from a neighbour's room.
On our first morning, we were woken by a phone call, followed by a knocking on the door, asking us when we'd be out so they could attend to the room. I explained we'd like to put a 'do not disturb' sign on our door when it suited. We were told that that wasn't possible in this hotel.
The old man downstairs (owner, I suspect) was nice; the old woman (co-owner, I presume) a battleaxe. My impression is that many 'guests' live here on a semi-permanent basis and that visiting guests like us form more of a minority: my only evidence for this assessment is some of the other 'guests'.
The cost of our room was 68 euro a night. We stayed for 3 nights instead of the planned 6.
