We read the reviews for Diplomat Plaza Hotel and accidentally booked a night at this hotel instead. We were just passing through from Romania down to southwestern Bulgaria.
It seems like the founder of Diplomat (famed for its kitchen appliances, stoves, etc...truth be told, I've got a Diplomat boiler in my apartment in Bulgaria and it works really well) either decided to branch out into hotels and "Diplomat Park" was his/her first attempt before building the cushier "Diplomat Plaza." Not to say that it's a bad hotel. But there are aspects to its construction that are a bit suspect. Let me elaborate.
Location: Diplomat Park Hotel is very well signposted from the highway, so it's easy to find. However, its location is strange...behind it, we could see (and smell) black smoke from someone burning their garbage. It also seems like it is located right next to the Diplomat factory, so it's like a 10-minute walk to the actual center of Lukovits.
Layout: There appear to be no elevators at this hotel. To get to our room on the 3rd floor, one has to go through a nonsensical labyrinth of doors and corridors. There is also a sewage-like smell in the lobby area.
Wi-fi: Doesn't work!!!
Restaurant: There's a restaurant on the ground floor which was VERY busy. On the night we arrived (Friday), they seemed to be hosting a huge party with DJ and incredibly loud chalga music (very Bulgarian). We could hear it from our room on the 3rd floor (of course, we were like, right on top of it). The next morning, we saw the workers making balloons for what I assume was the next evening's event. Breakfast is in this restaurant, and it's not self-serve, but it's good. You can get omelets, mekitsi, yogurt, etc. - all the good Bulgarian breakfast items freshly made.
Room itself: The room is fine. The bathroom is lovely and the shower is REAL and spacious (not always the case in Bulgaria)!!! The bed is decently comfortable. However, the interior designer for the bedroom part had a strange concept in mind. The bed had a leopard-print headboard, pink + black cover sheet, surrounded by black and red walls. There was also a painted eye staring down at me from the ceiling as I slept. Weird. Also, some of the fixtures appeared either to be missing or broke on contact (the closet door handle, for example). Finally, the room smelled strongly of moldy towels...as if they used old water to clean the floors. The towels themselves were perfectly clean and scentless, but we were never able to figure out where that smell was coming from (we just opened the windows). Finally, the TV has an assortment of Bulgarian channels + Euro News (English) + the info channel for Diplomat appliances (of course).
Reception: nice and speak English, although, when we tried to change our rooms due to the smell, they told us "the hotel is full." But...there didn't actually appear to be anyone else staying at the hotel that night (or maybe they were just extra quiet guests).
Parking: available, although the small dirt lot may fill up when the restaurant is hosting an event.
Overall: Good option for its price if you're just passing through. The rate was lower than what booking.com claimed, so, we can't complain.
