My husband and I visited this cathedral on a Tuesday afternoon in mid June. It is absolutely huge and dominates the town so is easy to find/get to. The architecture both outside and in is extremely impressive. ( just a side note- We easily found parking just by the cathedral- pay and display. Be warned that the parking areas seem to be priced differently about town but still reasonable. We started off at one where the maximum stay was two hours but a local "gave" us an hour which was nice of him but then we moved the car to by the cathedral where the max stay us much longer and tariff is cheaper.) the area surrounding the cathedral is lovely though, as some others have commented, there is renovation work going on. On the day we visited there was a lot of clattering about inside of chairs etc as there had been or was going to be an event. That could be a bit off-puttingif you're looking for peace/time for reflexion. We felt that some areas of the building needed a bit of TLC as they look a but "tired" but perhaps that will come when the exterior is finished. It is generally well worth a visit. For me, the stations of the cross were particularly poignant being carved in wood and worth a look.
Finally, if the cathedral wasn't there, it didn't seem to us as if Evreux had much else to offer. The streets immediately around the cathedral appeared somewhat beleaguered and sad.
