I booked 3 nights at the Mercure Welcome including most of a weekend for an absolute bargain through Agoda.
It certainly isn't 5 star accomodation, but if you want to be in the heart of the city without paying too much, have a comfortable bed and can handle some construction works through the day, then this may be the place for you.
The lobby is shared with the Grand Mercure Swanston. Check out is late by Aussie standards (11:00am) and the staff are polite and helpful. The hotel is located immediately next to David Jones Department Store which leads through to Bourke Street Mall. Chinatown is just a dash across Swanston St and the Greek Precinct is also only metres away of Lonsdale St.
Public Transport options abound, with your choice of Trams or Trains to whisk you away to other parts of the city. Be aware that the free city circle tram is a couple of blocks walk away with either La Trobe or Flinder's Street being the closest options. Here you will find Melbourne Central and Flinders Street Train stations respectively.
The construction works at the hotel were both indoor and outdoor, as the site directly opposite the hotel is undergoing works too. Happily, the windows are quite thick so external construction poses no noise issues, only some aesthetic ones, and the internal construction was restricted to reasonable hours, (i.e. 9am to 6pm).
Wifi access is a bit dodgy at best, as it seemed to only work in the lobby, and incurred cost. ($10 AUD per 24hrs).
It is important to remember that this is a budget option in a relatively high cost city, and in the city centre at that. As far as budget options go, I think you could do a whole lot worse.
